Blackburn Introduces Legislation to Increase Reporting on Illegal Alien Crime Nationwide
March 2, 2026
WASHINGTON, D.C. – U.S. Senator Marsha Blackburn (R-Tenn.) introduced the Migrant Crime Reporting Act to increase reporting across the United States on crimes committed by illegal aliens. This legislation would provide states with grant funding to collect and analyze data from state law enforcement agencies on the number of illegal aliens in the United States who have been charged or convicted of a criminal offense in that state during the previous year.
“Joe Biden’s open border allowed millions of illegal aliens to flood our country, and all Americans deserve to know how many have been charged or convicted of crimes in their communities,” said Senator Blackburn. “The Migrant Crime Reporting Act would ensure that states have the tools and resources to collect data on illegal alien crime and report it.”
MIGRANT CRIME REPORTING ACT
- Tennessee state law currently requires the Tennessee District Attorneys General Conference to compile data every year on migrant crimes in Tennessee.
- The Migrant Crime Reporting Act would incentivize other states to do the same by:
o Awarding grants to any eligible state who has prepared a report during the previous fiscal year; and
o Requiring that report to be published on a state government-operated, publicly available website and submitted to the U.S. Secretary of Homeland Security.
- Under this legislation, an individual would be considered a “migrant” for purposes of compiling this migrant crime report if the individual cannot provide an:
o Official birth certificate issued by a state, jurisdiction, or territory of the United States or a United States government-issued certified birth certificate;
o Valid, unexpired United States passport;
o Certificate of citizenship; or
o Certificate of naturalization.

ENDORSEMENTS
This legislation is supported by the Federation for American Immigration Reform and NumbersUSA.
“The Biden administration embraced mass migration and allowed millions of illegal aliens into our country, enabling a surge in crime that has victimized countless Americans. The Migrant Crime Reporting Act is essential for understanding where resources are needed and ensuring that our laws are vigorously enforced. FAIR looks forward to its swift passage in the Senate and applauds Senator Blackburn for fighting to uphold our laws, hold criminal aliens accountable, and put the safety of the American people first,” said Joe Chatham, Director of Government Relations, FAIR.
“Heinous crimes committed by illegal aliens have caused heartbreak and tragedy in our country. These crimes are preventable, and states must do more to help cooperate when it comes to enforcing our laws. Unfortunately, the media and many elected officials turn a blind eye when it comes to crimes committed by illegal aliens. The Migrant Crime Reporting Act would provide much needed transparency about crimes being committed by those who have no right to be in our country,” said Michael Hough, Co-President, NumbersUSA.
